ISIS, in its sick way appears to be addressing such ‘concerns.' Facing the upcoming holy month of Ramadan, the terror group reminds its faithful following around the world that this is the month of conquest. “Prepare yourselves and be ready, and make sure that you spend all the time in the invading for the say of Allah, and ask God what you request, to make it a month and a curse on the infidels everywhere. As countries have tightened borders around the world making it harder for militants to slip in and out of the Islamic State’s Caliphate, the terror group has modified its message to encourage supporters to carry out terror attacks in their home countries. The jihadi group even appeals to recruits telling them that their incapacity to reach the Caliphate is an asset, not a liability. Addressing “soldiers of the caliphate and its supporters in Europe and America,” a slide advises “if the tyrants have closed the door of emigration open in their faces the door of Jihad… the smallest work you do in their homes is better and more beloved to us than our greatest work.” Emphasizing the targeting of noncombatants, one sickening slide appears to alleviate jihadi ‘embarrassment’ in targeting civilians. “So know, that there are no blood protection in the crusaders’ lands and houses and there is no existence for the so-called innocents and civilians."

ISIS has issued a chilling new call for an "all out war" in the West during the holy month of Ramadan.
The terror group released its latest propaganda message entitled “Where are the lions of war?” in an audio-accompanied slideshow, posting to encrypted Telegram channels as well as publishing it on YouTube.
