Bipartisan Senators Propose ‘China Grand Strategy Commission’

A bipartisan group of senators is introducing a measure to create a China Grand Strategy Commission to develop a comprehensive plan on how the U.S. should tackle challenges from China.

Sens. John Cornyn, a Texas Republican, and Tim Kaine, a Virginia Democrat, announced plans Friday to create a 2-year commission to address the economic, security and military challenges from China with what they say will be a "whole-of-government approach." They are joined in sponsoring the plan by Sen. Angus King, a Maine Independent.

Cosponsors include Sens. Kevin Kramer (R-N.D.), Joe Manchin (D-W.V.) and Richard Blumenthal (D-Conn.) and nine others.

The legislation will be proposed as part of the 2023 National Defense Authorization Act.

"Confronting threats from China is the greatest security imperative of our generation and a strategic, whole-of-government approach is the only way forward," Cornyn said. "The China Grand Strategy Commission will provide invaluable recommendations to guide our long-term approach toward China."
