Russian President Vladimir Putin and the terrorist organization Hamas on Monday congratulated Brazil's liberal former president, Inacio Lula da Silva, for winning a third term as president.

"Please accept my sincere congratulations on your victory in the presidential elections," Putin told da Silva, known as Lula, as translated. "I hope that by joint efforts we will ensure the further development of constructive Russian-Brazilian cooperation in all areas."

Lula, a member of the socialist Worker's Party, won Brazil's presidential election on Sunday with 50.9% of the vote compared to incumbent conservative President Jair Bolsonaro's 49.1%.

Hamas, a U.S.-designated foreign terrorist organization, also congratulated Lula, calling his win "a victory for all the oppressed and persecuted around the world," as translated.

"Lula was known for his strong and steadfast commitment to supporting Palestine," Hamas' official website states. "We look forward to President Lula removing all the effects of the unlimited support for the racist Zionist entity."

Cuba's communist president Miguel Díaz-Canel also congratulated Lula.

He said Lula's win means "social justice will return" and Latin America will be united, as translated.
